[CCC DEV] windows installer

Hi,

I can't remember exactly who said the would look at the Windows
installer (possibly Dave, maybe others). I'm just warning that I'm
going to be looking at that shortly, probably later today, as I'm
about ready to start testing installers. If anybody has been working
on this I don't want to step on toes, so let me know if this is the
case so we can coordinate.
