[C.CC USERS] occam for the Arduino update

Hi all,

To be brief, we now have our own programming environment for the Arduino.

It's a small IDE that lets you program in occam, compile your code, and
send it to your Arduino.

As always, let me know what works and what doesn't. It's a tool in
progress, but I'm reasonably pleased with it so far.
