The Debian package really should be *very* simple if it's done using the
normal Debian tools rather than by building a tarball and feeding it
through alien. I'd expect you could just find a simple automake-based
existing Debian package (preferably one that's been built recently using
the latest helpers), and then copy over the extra rules from the RPM
package.
