Hello all,

I will now be flipping users@ and developers@ to require approval
before subscriptions are allowed.

I'm not 100% sure, at the moment, whether the SPAM came from an
existing user, or if someone created an account strictly for the
purposes of sending SPAM. If another team member feels that flipping
the list to require "Confirm and Approve" is too much, they are
encouraged to undo what I've done (or, suggest I undo it).
