So this is when you tried to open 'Transterpreter.exe' right?

If so, I would guess that you might have a problem with your Java 
installation and the launcher is failing as it can't find the Java 
executable.

This is a quick guess though, so if you could provide more information 
we might come up with a better suggestion :)
