[C.CC USERS] Transterpreter failure message

I downloaded Transterpreter-win-dev-20101104.0001 today and unzipped it to my Windows XP environment. When I tried to open it, the following message was displayed "CreateProcess returned FALSE".

Any suggestions on getting this to work?
