Google offers pretty comprehensive open source hosting. You get 
subversion, download, code browsing, a wiki, and issue tracking and you 
can establish Google Groups in support of the project. Project Kenai  
created by Sun offers pretty much the same thing. Then there's 
SourceForge which offers Subversion and most of the other stuff in a 
less pretty package.

Of course these are all based in the US, if that would be a problem.
